Les équipements publics jouent un rôle dépassant de loin leur propre
usage. Ils constituent des éléments importants du cadre de vie que
l’Etat et les collectivités locales laissent à la postérité. Quelle que
soit l’échelle du projet, l’enjeu est toujours considérable pour l’élu
et à travers lui la collectivité qui attend l’ouvrage. Au-delà du
symbole, cet aboutissement est souvent la consécration de promesses
électorales et, pour la population, c’est la satisfaction de disposer
d’un équipement public. La réponse à ces enjeux et ces attentes dépend
avant tout des décideurs publics en charge de la collectivité (les
maîtres d’ouvrage) : proches des usagers et des habitants, ils seront
les premiers responsables de la qualité des constructions publiques. En
qualité de maître d’ouvrage, il leur appartient de choisir une démarche
de projet, de choisir l’implantation du futur ouvrage dans un contexte
spécifique, d’identifier les partenaires dont ils auront besoin pour
maîtriser l’ensemble des contraintes à assumer jusqu’à mise en œuvre
dans les meilleures conditions. Ils sont au carrefour des préoccupations
économiques, financières, juridiques, administratives et sociales, mais
aussi culturelles : la construction publique concerne directement ou
indirectement tous les habitants.
